Established Colorado Association of Libraries Bulgaria/Colorado Library Partnership Interest Group:

  • Established in 1998
  • Currently has 25 Partner Libraries in Bulgaria connected to 25 Partner Libraries in Colorado, Iowa, and Maryland
  • Libraries share resources and information
  • Sponsored 8 librarians in 2001 to visit their Partners on a U.S. Department of State grant
  • Developed and led four conferences in Bulgaria by four American librarians speaking on topics as far ranging as copyright, library service in a tourist community, care of rare books, access to government information through libraries, lobbying government for support, and organizing a summer reading program for children

Project Director for ABLE (American/Bulgaria Library Exchange) project:

  • In cooperation with IRIS (Iowa Resources for International Service) received a $200,000 grant from the U.S. Department of Education to partner 18 Bulgarian libraries with libraries in Colorado and Iowa
  • Co-author of Community Based Librarianship: A Manual and Planning Tools published in both English and Bulgarian (available upon request). Chapters include:

    • Developing a Community Information Center ( Bolt author)
    • Collaboration and Cooperation to Build a Community Information Center (Bolt author)
    • Working with Local Government (Bolt author)
    • Marketing a Community Information Center (Bolt editor)
    • Fundraising (Bolt editor)
  • Trained 24 Bulgarian librarians to develop a Community Information Center including 12 Bulgarian librarians trained to teach others. These 12 subsequently used the Manual and Planning Tools to train 200 Bulgarian librarians from 90 libraries
  • Hosted 18 Bulgarian librarians to visit Colorado and Iowa for 5 weeks to work with their partners
  • Took 18 American librarians to Bulgaria for 2 weeks to work with their partners

Served as member of State Library Resource Center Advisory Committee on statewide automated network and services to state government. Served as trustee liaison for state activities.
